What's New

Analyzing Rural Syringe Service Programs in Appalachian Kentucky.  A study published in The Journal of Rural Health is based on interviews with clients and staff at five syringe service programs.  Questions covered the fidelity of implementation to six core components of syringe service programs, including meeting needs for harm reduction supplies, cooperation with local law enforcement, and ensuring low threshold access to services.  

The Ethnically and Racially Uneven Role of Water Infrastructure Spending in Rural Economic Development.  Researchers examined local government spending on water infrastructure between 1980 and 2015 in non-metropolitan areas to determine the impact on rural economies, and how investment varies across different populations. 

USDA ERS to host a public Data Training Webinar about their new Area and Road Ruggedness Scales  September 28 at 1:00 pm ET. The United States Department of Agriculture's (USDA's) Economic Research Service (ERS) recently developed and published detailed measures of rugged terrain with full nationwide coverage down to the census tract level. Rugged terrain, defined as any location with significant variation in elevation, provides numerous benefits to residents and visitors alike but may also impose barriers to travel and restrict economic development. ERS researchers developed two national representations of rugged terrain for census tracts. The Area Ruggedness Scale characterizes overall ruggedness in each census tract area while the Road Ruggedness Scale characterizes ruggedness along roads to help study the impact of rugged terrain on travel by car. The data is available in their Area and Road Ruggedness Scales data product. USDA ERS will host a one-hour webinar on Thursday, September 28 at 1pm ET to discuss the data. 

Ongoing: Updates to Requirements for Buprenorphine PrescribingAs announced by the Substance Abuse and Mental Health Services Administration in January 2023, clinicians no longer need a federal waiver to prescribe buprenorphine for treatment of opioid use disorder.  Clinicians will still be required to register with the federal Drug Enforcement Agency (DEA) to prescribe controlled medications.  On June 27, the DEA began to require that registration applicants – both new and renewing – affirm they have completed a new, one-time, eight-hour training.  Exceptions for the new training requirement are practitioners who are board certified in addiction medicine or addiction psychiatry, and those who graduated from a medical, dental, physician assistant, or advanced practice nursing school in the U.S. within five years of June 27, 2023.  Watch this 11-minute video that explains the changes.  Rural Health Clinics (RHCs) still have the opportunity to apply for a $3,000 payment on behalf of each provider who trained between January 1, 2019 and December 29, 2022 (when Congress eliminated the waiver requirement).  Approximately $889,000 in program funding remains available for RHCs and will be paid on a first-come, first-served basis until funds are exhausted.  Send questions to DATA2000WaiverPayments@hrsa.gov.


COVID-19 Resources

Provider Relief Fund Reporting Period 5.  The Provider Relief Fund (PRF) Reporting Portal is open from July 1 to September 30, 2023 at 11:59 p.m. ET. Providers who received one or more PRF (General or Targeted) and/or American Rescue Plan Rural payments exceeding $10,000, in the aggregate, from January 1, 2022 to June 30, 2022, must report on their use of funds during Reporting Period 5 to comply with PRF Reporting Requirements. HHS/DoD National Emergency Tele-Critical Care Network.  A joint program of the U.S. Department of Health & Human Services (HHS) and the U.S. Department of Defense (DoD) is available at no cost to hospitals caring for COVID-19 patients. Teams of critical care clinicians - critical care physicians, nurses, respiratory therapists, and other specialized clinical experts – are available to deliver virtual care through telemedicine platforms, such as an app on a mobile device. Mobilizing Health Care Workforce via Telehealth.  ProviderBridge.org was created through the CARES Act by the Federation of State Medical Boards and HRSA's Office for the Advancement of Telehealth. The site provides up-to-date information on emergency regulation and licensing by state as well as a provider portal to connect volunteer health care professionals to state agencies and health care entities.

Funding and Opportunities

NIH Researching Firearm Injury Prevention in Community Healthcare Settings – November 7.  The National Institutes of Health (NIH) will provide grants for that develops and evaluates firearm injury primary prevention interventions that capitalize on community healthcare settings, to identify risk factors; reduce exposure risk in individuals, families, and populations; prevent injury or reoccurrence of injury; and mitigate disparities.  The Centers for Disease Control and Prevention (CDC) reported that the higher rate of death by firearm in rural areas is due to higher rates of suicide by firearm.

EPA Funding One Entity Providing Technical Assistance for Tribal Nations and Entities Addressing Brownfields – November 13.  The U.S. Environmental Protection Agency (EPA) will fund one organization to provide technical assistance designed to strengthen the capacity of tribal nations to carry out response activities associated with brownfields assessment and cleanup

Commonwealth Fund/Harvard Fellowship in Minority Health Policy – December 1.  A one-year fellowship designed to prepare physician-leaders who will work to improve the capacity of the healthcare system to provide access to high quality care for historically marginalized populations. The program provides academic training and coursework, including a Masters of Public Health or Masters of Public Administration. Physicians from groups underrepresented in medicine, including American Indians, Alaska Natives, and Native Hawaiians are encouraged to apply.

PTAC Solicits Public Input on Encouraging Rural Participation in Alternative Payment Models – Comment by October 20. Last week's announcements included a blurb on the Physician-Focused Payment Model Technical Advisory Committee (PTAC) Meeting that occurred on September 18-19.  PTAC is now soliciting public comment on a series of questions developed to encourage rural participation in population-based total cost of care models. PTAC requests that input be submitted by Friday, October 20. Responses should be sent to PTAC staff at PTAC@HHS.gov. Input on these questions will be made publicly available. More information is available on the PTAC website.


Learning Events and Technical Assistance

White House Rural Partners Call – Thursday, September 22 at 3:00 pm ET.  The Office of Public Engagement will be joined by Senior Advisor for Infrastructure Implementation Ryan Berni who will highlight the updated Technical Assistance Guide for resources from the Bipartisan Infrastructure Law and Inflation Reduction Act. Also joining this week is USDA Under Secretary for Natural Resources and Environment Homer Wilkes who will provide an overview of USDA's recent $1 billion investment in nearly 400 projects to expand access to trees and green spaces through the Inflation Reduction Act.  Please note that this call is off-the-record and closed to press.

Webinar on Unwinding Medicaid: Challenges for States and Beneficiaries and What's to Come – September 21 at 10:30 am ET.   During their monthly public meeting, the Medicaid and CHIP Payment Advisory Committee (MACPAC) will host a panel discussion on unwinding the continuous coverage provision in Medicaid, the state-level change process for public health insurance enrollment brought by the official end of the pandemic.  Currently, more than 7 million Medicaid enrollees have been disenrolled.  Data released in May show the stakes are especially high for children and families in rural and small towns. Registration for the public meeting is required to attend this session.  

The Evolution of COVID Testing/Treatment in an Under-Resourced US-Mexico Border Community – Tuesday, September 26 at 1:00 pm ET.  Experts from the Migrant Clinicians Network and the National Hispanic Medical Association will share lessons learned at federally funded clinics. 

The Rural Telementoring UnConference – Wednesday, October 18 at 11:00 am ET.  The HRSA-supported Rural Telementoring Training Center invites you to their 2nd Rural featuring an array of brief presentations on topics relevant to technology as a driving force for innovation in rural health care and practice. An UnConference is a participant-driven event that nurtures collaboration, participant interactivity, and idea incubation.


Resource of the Week

Rural Health Value Summit: Driving Value Through Community-Based Partnerships. The Rural Health Value team recently released a new summit report on Driving Value Through Community-Based Partnerships. Four rural communities (in AK, MI, OR, SC) shared experiences with health care and community-based partnerships that highlighted several opportunities for policymakers, payers, and health system leaders for building and supporting social needs infrastructure in rural communities in alignment with value-based care strategies. Possible next steps for cross-sector leaders to explore the opportunities further are offered in the report. The Rural Health Value team is funded by the Federal Office of Rural Health Policy.
