This FORHP-funded program provides cost-free, comprehensive technical assistance to improve quality of care for HRSA-designated rural providers located within the counties served by the Appalachian Regional Commission. Service improvement areas include finances, operations, quality, service line expansion, and strategic planning. Applications are accepted through September 4 for the next cohort being selected in Fall 2026. Rural Water Infrastructure: Better Agency Coordination Could Help Unserved Communities Address Their Needs. A new report from the Government Accountability Office (GAO) describes issues related to rural water infrastructure and makes recommendations to the U.S. Department of Agriculture and the U.S. Environmental Protection Agency for increasing access to water infrastructure funding and technical assistance. The GAO was created by Congress to provide objective, non-partisan information on the effectiveness of federal government programs.
Previously Announced FORHP FundingRural Communities Opioid Response Planning Program (RCORP – Planning) – Apply by July 8. The RCORP – Planning Program helps rural communities build the capacity to develop and sustain substance use disorder (SUD) services by lowering barriers to federal funding and preparing funded organizations to create larger, more complex networks. Rural Communities Opioid Response Program – Impact (RCORP – Impact) – Apply by July 8. The RCORP – Impact Program helps rural communities by expanding access to evidence-based prevention, treatment, and recovery services through the building of a larger, more responsive workforce to meet behavioral health needs. Rural Residency Planning and Development (RRPD) Program – Apply by July 8. The RRPD program provides start-up funding to grant recipients to create accredited rural residency programs in a qualifying medical specialty as well as FORHP-funded technical assistance for rural graduate medical education for the duration of their project period. Rural Northern Border Region Network Planning Program (RNBR-NP) – Apply by July 10. The RNBR-NP is a new program that provides one-year funding to build new, or strengthen existing health care networks, in the Northern Border Region. Delta Rural Integrated Health Network Program – Apply by July 17. The Delta Rural Integrated Health Network Program seeks to improve healthcare delivery in the region by supporting the development of integrated health networks among rural hospitals, primary care clinics, behavioral health providers, and other essential healthcare organizations in the Delta region. Rural Hospital Provider Assistance (RHPA) Program – Apply by July 27. The RHPA Program provides direct financial assistance to eligible rural hospitals (does not include Critical Access Hospitals) facing structural payment disadvantages with the goal of maintaining essential health care services and preventing avoidable closures. Eligibility for this program is based on methodology outlined in a Federal Register Notice.
Funding and OpportunitiesACL Alzheimer’s Disease Programs Initiative – Dementia Capability in Indian Country – July 22. The Administration for Community Living (ACL) provides grants to support services for people living with dementia and their caregivers. HHS Protecting and Rehabilitating Sexually Exploited Women and Girls Through Long-Term Safe Homes – July 20. The Office on Women’s Health at the U.S. Department of Health & Human Services provides funding for initiatives providing safe homes for sexually exploited and/or abused women or girls. One of the program priorities is supporting affected people in small towns and rural Tribal communities. Applications for a separate program, Protecting Women and Girls through Founding and Replication of Existing Long-Term Safe Houses are also due on July 20. FEMA Tribal Homeland Security Grant – July 24. Grants from the Federal Emergency Management Agency (FEMA) provide funding to federally recognized Tribal nations to prevent, protect against, respond to, and recover from potential terrorist attacks and other hazards. HRSA Scholarships for Disadvantage Students – July 28. This is a grant for health professions schools to offer scholarships to students from disadvantaged backgrounds. Eligible applicants include public and private institutions of higher education, federally recognized Tribal governments and other Tribal organizations. HRSA’s Bureau of Health Workforce will hold a 90-minute webinar to assist with your application on Wednesday, July 8 at 2:00 pm Eastern.
Policy UpdatesSend questions to ruralpolicy@hrsa.gov. CMS Releases 2027 End-Stage Renal Disease Prospective Payment System Proposed Rule – Comment by August 24. On June 24, 2026, the Centers for Medicare & Medicaid Services (CMS) issued a proposed rule to update payment rates and policies under the Medicare End-Stage Renal Disease (ESRD) Prospective Payment System (PPS) for renal dialysis services furnished to Medicare beneficiaries on or after January 1, 2027. CMS is proposing to increase the base ESRD PPS rate by approximately 1.1% and proposes changes to the adjustments for low volume facilities and pediatric patients. CMS also proposed changes to the quality measures collected as part of the ESRD Quality Improvement Program. Comments are due in the Federal Register by 11:59 pm on August 24, 2026.
